Old and isn't really a fix because it will sow your game down. The only real fix is to wait for the New Vegas Stutter Remover mod, but that's on hold until New Vegas Script Extender comes out, which won't come out until Bethesda patches a stable version and Steam gives them the decryption info for the .exe.
